PAIA Manual

Version 1.3 · Effective 4 October 2026

Mangam Investment Trust (Pty) Ltd. Prepared for section 51 of the Promotion of Access to Information Act 2 of 2000 (PAIA).

1. Body and Information Officer

Mangam Investment Trust (Pty) Ltd, registration 2017/206692/07, trades as Mangam Resort & Guesthouse. Misheck Mangarateke is the sole director, head of the private body and registered Information Officer, reference 2026-065888. No Deputy Information Officer has been designated. Mishie Mangarateke provides operational assistance under the Information Officer's responsibility.

Telephone: 079 437 5352. Website: https://mangamresort.co.za. Written requests: email enquiries@mangamresort.co.za, for the attention of the Information Officer.

The resort and record-inspection appointment address is Molefe Makinta Highway, Soshanguve, 0152, Gauteng, South Africa. Record-inspection appointments are available Monday to Thursday, 09:00–17:00 South African time. Call to arrange an appointment and the appropriate access process. These hours differ from resort visitor hours.

2. Purpose and guidance

This manual helps identify records and the appropriate access procedure. It does not make all business records public or remove lawful privacy and confidentiality protections.

The Information Regulator supplies the PAIA guide, forms and guidance, including guides in South African languages. Ask our Information Officer for assistance obtaining or understanding the guide. The Regulator's general enquiries telephone is 010 023 5200; its current contact details and complaint routes are on its official website.

3. Publicly available information

The website provides entrance, hire and guesthouse prices, facilities, operating information, published event announcements, contact/directions and legal notices. These visitor pages can be read without an account or formal PAIA request. Ask for assistance if online access is difficult.

Private customer receipts, staff information and internal records are not public merely because they concern the resort. Verification and the appropriate access procedure apply.

4. Records held

The business holds these categories:

Category Records within the category
Company Corporate and company records, including authority and Information Officer records
Finance and tax Financial and tax records; the business is not VAT registered
Guesthouse and till/POS Guesthouse and point-of-sale records
Staff and payroll Personnel and payroll records
Suppliers Supplier records
Property Property records
Insurance Insurance records
Safety and licences Safety and licensing records

Website/support records include published content and policy versions, enquiries and complaints, privacy/access requests and decisions, and technical hosting/security records where held. This information website does not itself create online orders, QR admissions or wallet records.

The categories identify records held, not automatic access, proof of a particular document's existence or certification of a licence's validity. The Information Officer assesses the actual record and relevant access, confidentiality and retention requirements.

Relevant legislation includes the Companies Act 71 of 2008, PAIA, the Protection of Personal Information Act 4 of 2013 (POPIA), the Consumer Protection Act 68 of 2008 and applicable tax, employment and other record-specific legislation. A request is assessed against the law applicable to that record; this list does not create a right to every record in a category.

5. Personal-information processing

Information may relate to visitors, people making enquiries or bookings, guesthouse customers, staff, suppliers, traders and people making access requests. Categories depend on the relationship: contact and correspondence information; relevant service, transaction and accounting records; staff/payroll or supplier records; and proportionate authority/identity verification for requests.

Purposes include providing requested services, administration, finance and legal record keeping, support, safety/security and privacy/access handling. Authorized staff and the relevant hosting, communications or other service providers receive information needed for their roles. Lawful disclosures to authorities or advisers may also apply.

The Privacy Notice describes this information website's current processing and request routes. Provider services may involve processing outside South Africa; ask the Information Officer about the relevant recipients, locations and arrangements. Online payments, automated ticket delivery, wallets and analytics are not active on this website.

Access restrictions, appropriate technical and organizational safeguards, secure communication and incident procedures protect information. No system guarantees absolute security. Retention depends on purpose and applicable law; deletion can be limited by a justified legal, accounting or dispute requirement. Request record-specific details from the Information Officer.

6. Requesting access

Use the current prescribed Form 2 from the Information Regulator. Direct it to our Information Officer using the email address above. Describe the record sufficiently and, for this private body, identify the right to be exercised or protected and why the record is needed for that purpose. Where acting for another person, provide appropriate authority.

The prescribed process may require identity evidence. Ask for an appropriate verification route before sending sensitive papers. A general telephone enquiry is assistance with the process, not a substitute for prescribed information. Personal-information access must also respect applicable POPIA rights.

The Information Officer assesses the request, protects third-party information and communicates the decision, any prescribed fees or exemption, and access arrangements. No invented flat fee applies to every requester. The ordinary PAIA decision period is 30 calendar days; a lawful extension is used only where applicable and notified. Customer-service targets do not replace statutory deadlines.

7. Complaints, availability and updates

For a refusal or failure to respond, the Information Regulator supplies Form 5 and explains complaint prerequisites and time limits. A private-body internal appeal is not a compulsory extra step. The Regulator describes a 180-day complaint period in relevant cases. Consult its current procedures; court remedies may also be available.

This manual is available on the website. Contact the Information Officer for inspection or a copy and any applicable prescribed copying fees. Appointment arrangements do not turn freely available public information into a formal PAIA request.

The Information Officer reviews the manual when records, contacts, processing or relevant law change. Issued versions are retained with their effective dates.
